The County Government of Uasin Gishu has established a revenue collection strategy in which services will be decentralized to the ward level. This will, in turn, increase the amount of revenue collected.
The County has been making strides so as to attain a revenue target of sh1.2billion.
Speaking on Tuesday at the County headquarters after convening a meet with the ward administrators, Chief Officer for Finance Peter Chesos called on the ward administrators to come together and work with finance officers to realize the County Government’s target.
Chesos further said that land rates and cess are majorly found in the villages and it lies within the jurisdiction of every Ward administrator.
According to licensing and revenue director CPA Jonah Lamai, the County’s main revenue sources are business permits, land rates, building plans and cess.
Lamai further said that budget estimates for financial years 2013-2018 indicates that cess should emerge top. He called for efforts to bring out the potential that lies with the cess Subsector.
The other revenue sources include, agricultural products such as wheat, barley, maize, sunflower, carrots, potatoes and environmental royalties such as (murram, ballast), logging timber, withies(tree backs and offcuts) bioxide that is manufactured in Kapseret and Turbo as well as the Carbon dioxide found in Kipkorgot.
Lamai further says there is a need to decentralize licences to the lowest level noting that licences projection for this year is sh 300m.
“Having revenue and enforcement officers at the Ward levels plays a key role in revenue collection” said Lamai.
” For instance in 2015/2016 when revenue officers were deployed in the grassroots, we managed to collect sh800m. In 2016/2017 when they were recalled we realized a drop in the collection but in 2018 when we mobilized a few we realized an sh804m collection.” Added Lamai.
Other challenges such as lack of vehicles for mobility that has been an impediment to revenue collection are being addressed and this will boost revenue collection further thus meeting the set target.
Meanwhile, all the 30 Ward administrators were appointed to oversee revenue collection up to June.
