Eight county Governors from the North Rift region converged in Shanzu Mombasa today to make their input on the developed legal framework that will guide the economic bloc in the implementation of its programmes.
The bloc’s Interim Chairman H.E Governor Jackson Mandago EGH, together with his colleagues Governors H.E. Alex Tolgos,(Elgeyo Marakwet) Stanley Kiptis (Baringo), Patrick Khaemba (Trans Nzoia), Josphat Nanok (Turkana) and Stephen Sang ,(Nandi) alongside representatives of West Pokot and Samburu Governors agreed to strike common grounds on a host of cross-cutting issues.
Key among the issues raised were the streamlining of the economic council which will be charged with administrative functions of the economic bloc.
A secretariat was tasked with the responsibility of planning and programmes implementation as well as being the financial custodian of the bloc will also be fully constituted. They will develop annual reports, convene meetings alongside other responsibilities.
Being an entity established by governments, the bloc will have to conform with the Public Finance and Management Act, said Mandago.
Priority areas also discussed include Investment and tourism, security and cohesion, resource mobilization and Food security. Additionally, Infrastructural development, governance, Climate change, and food security among other programmes were deliberated on.
Pointing out the great potential in Kerio Valley, Governor Mandago said NOREB county governments should prioritize budgeting for the purchase of cotton seedlings as well as coming up with a proposal to revive the crop.
This comes at a time the NOREB Policy and the Bill are ready for stakeholder engagement ahead of approval by the county Assemblies of the member counties.
The development process of the formalization documents is being done by NOREB through support from the UKAID’s Agile Harmonized Assistance for Devolved Institutions (AHADI) programme.
