CHIEF OFFICERS

Our Services.

The department is one of the departments formed after the formation of Uasin Gishu County Government. It is charged with the following broad mandates

  1. Land administration and management (public land in the former local Authorities);
  2. Land Survey and mapping;
  3. Development, Management and administration of county houses;
  4. Spatial Planning and Development Control; and
  5. Management of urban areas.

The departments which were devolved as per the 4th schedule of the constitution were, Physical Planning, Survey, Housing and Land administration of the defunct Eldoret Municipal Council and Wareng and Burnt Forest Townships. These departments carry out concurrent functions meaning that we share staff with national government.

The department is headed by the County Executive Committee member as the policy maker and the Chief Officers who are the accounting and authorized officer. The department has also section heads and other staff members totaling to fifty one (51) County staff in addition to twenty one (21) National Government staff.

The departmental goal in line with vision 2030 and Uasin Gishu County CIDP is to improve livelihoods of Uasin Gishu County residents through sustainable management of land resource through efficient land management and spatial planning, provision of affordable and decent housing in a clean and sustainable and well planned environment. The department is carrying our reorganization to fully deliver on her mandate and this involves constitution of sections, assignment of functions and placement of personnel in the created sections as per the departmental mandate and organization structure.

  1. Lands Section

Vision

To manage land resource in an efficient, effective and sustainable manner

Mission

To have an effective and functioning land management and administration system for the benefit of all residents of Uasin Gishu

Functions

The main functions of this section are:-

  1. Formulate, implement, review and enact legislation on all lands sector policies,
  2. Registration of land for rating and land file management,
  3. Management of land transaction (Issuance of consents),
  4. Land dispute resolution,
  5. Preparation of leases and certificates of leases for county allocated land and centre plots,
  6. Liaise with National Land Commission,
  7. Documentation and securing of public utility land,
  8. Prepare valuation rolls for collection of land rates.

 

  1. Survey Section

Vision

Excellence in land survey and mapping services

Mission

To be an effective and efficient institution in provision of quality and accurate land surveys and mapping services to facilitate development

Functions

The main function of this section is to:-

  1. Formulate, implement, review and enact legislations on surveying, mapping, data management, and human capacity development,
  2. Provide Land and Engineering surveys,
  3. Manage County Survey records,
  4. Manage all survey and mapping activities within the county,
  5. Implement court orders,
  6. Resolving boundary disputes.

 

  1. Housing Section

Vision

Excellent, affordable, adequate and quality housing for Uasin Gishu county residents

Mission

 To improve livelihoods of the Uasin Gishu County residents through facilitation of access to adequate housing in sustainable human settlements

Functions

The main function of this section is to:-

  1. Formulate, implement, review and enact legislations guiding estate management all housing sector policies,
  2. Improve the living environment in slums and informal settlements through slum upgrading and prevention,
  3. Promote low cost housing development through housing sector incentives and provision of housing infrastructure,
  4. Promote research and utilization of appropriate building materials and construction technologies,
  5. Coordinate housing and human settlements issues in the county,
  6. Manage County housing for civil servants,
  7. Lease office space and residential accommodation for government.

 

  1. Physical Planning Section

Vision 

To be an efficient and effective institution for delivery of well plan land use system for vibrant, functional and sustainable towns and regions of Uasin Gishu County.

Mission

To provide an integrated spatial framework for sustainable socio-economic development of Uasin Gishu County through research, policy, land use planning and development control

Functions

Listed below are the main functions of the section:

  1. Formulate, implement, review and enact legislations guiding physical planning sector policies,
  2. Coordinate implementation of county spatial plan and other plans in the sector,
  3. Coordinate preparation of Local Physical Development Plans,
  4. Prepare action plans/ thematic studies for specific projects such as residential housing schemes, shopping centers, industrial estates & recreational facilities,
  5. Oversee development controls.

 

  1. Urban Development Section

 

Vision 

To make urban areas livable, prosperous and sustainable within Uasin Gishu County

Mission

To provide an integrated spatial framework for sustainable socio-economic development of Uasin Gishu County through research, policy, land use planning and development control

Functions in Urban Development 

The main function of this section is to:-

  1. Formulate, implement, review and enact legislations guiding urban development sector policies,
  2. Develop, manage and administer urban areas,
  3. Provide technical support to urban units.
