In enhancing and improving the primary health care in the health facilities, the Department of Health Services in conjunction with Ampath on Tuesday held a consultative meeting to discuss and deliberate on the County Government of Uasin Gishu Facilities Improvement Fund Bill, 2022.
Upon enactment, the bill will ensure and secure adequate timely health financing to increase public investment in health, provide for the establishment, management and administration of the County Health Improvement Fund, provide for the management and administration of health management in the facilities.
Speaking during the meeting, Health Services CECM Dr. Sam Kotut said that the funds shall be used to defray the administrative expenses of the department, support the county and sub-county health management teams, support Level 1 health services, promote health facilities and public health functions as well as provide funds for health-related emergencies and disasters.
The principal objective of this Bill establishes the hospital management committees for every sub-county hospital and a committee for every health centre or dispensary. This section further sets out operational guidelines and standards for administration,” adds Dr Kotut.
Leader of Majority Hon Julius Sang noted that the bill will be on financial provision and it will obligate the fund administrator to prepare estimates of the revenue and expenditure of the Fund further emphasizing proper book and records management of accounts of the income, expenditure, assets and liabilities.
County Assembly Health Committee Chair Hon. Rebecca Magut highlighted that the bill will provide a framework for performance-based financing of health services in the County to ensure sustainability to operate, maintain, equip, rehabilitate health facilities and procure emergency medical supplies in hospitals and health facilities in the county.
On their part, Economic Advisor Philip Melly and County Attorney Stephen Lel said that this will enhance the participation of relevant stakeholders and host communities in the planning and management of health facilities and hospitals located in their jurisdiction.
