Finance and Economic planning County Executive Committee Member CPA Julius Rutto on Thursday led other top County officials in presenting their views to the 2021 Controller of Budget Draft regulation that is set guide in the use of the funds allocated to the county governments.
Speaking during the engagement CPA Rutto said that the draft regulation should allow county governments to effectively discharge their duties.
He added that the regulation should without compromising the aspect of accountability be simplified to enhance service delivery in the County Governments.
Periods of engagements with the particular office needs to be shortened, so that service delivery is not affected,” Said the county head of treasury.
The objective of the draft regulations is to set out the procedure of withdrawal of funds, enforcement of budgetary ceilings, monitoring, evaluating reporting and making recommendations to the county and national governments to improve budget implementation.
Further, the draft regulations provide the documentation to the Controller of Budget in the exercise of his/her powers and functions as well as the format of requisition and approval of withdrawal of funds.
County secretary Edwin Bett, All CEC’s and Chief Officers were present during the engagement.
